Europe experienced widespread relief on Monday, as the diplomatic emergency triggered by the announcement of a new 28-article proposal for ending the war appeared – temporarily – to have been stabilised. A senior US official spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its retaliation: a renewed assault of missile and drone strikes on Kyiv.
The Rhythm of Peace Talks and Military Action
The succession of opposing developments captured the grim essence of the current period. By day, political struggles are waged: positive announcements are delivered from various governments. Immense energy is devoted on containing specific proposals. By night, Russian leadership forcefully demonstrates the world that, for them, military action persists as the key method for achieving "resolution".
Nocturnal Warfare
As the offensive developed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was laid bare. Ukraine is equipped to monitor missile launches from Russian territory, a capability enabled by up-to-date information. From witness perspectives, defense planes that had been deployed to counter approaching cruise missiles streaked across the sky – advanced fighter aircraft supplied to Ukraine by European allies.
Shortly after, Kyiv's missile defense thundered: defensive missiles deployed against a incoming threat. This was a sophisticated defense system at work, probably delivered by allied countries. Every deployment shakes the surroundings, causing tremors. The brief panic quickly gives way to sober acceptance: possibly the hostile projectile won't cause damage this time, sparing the city from catastrophe and another blackout.
Ongoing Risks
Following this, a heavy machine gun engaged a drone somewhere nearby, part of a mobile-fire group – probably imported technology. Sadly, the projectiles didn't strike the enemy aircraft – it maintained course toward its destination.
Intermittently, this carried on until dawn. Kyiv greeted the daybreak reports: seven people killed, destruction and infrastructure problems in numerous residences as a result of the nocturnal offensive. As typically, everyone still went about their day – experiencing conflict. But those entire period illustrated Ukraine's critical military reliance on Western support – a need that neighboring countries are clearly incapable to substitute in the immediate future.
Failed Diplomacy
The comprehensive proposal from Washington sparked intense emotion, debate and profound anxiety – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have seen this script before, after earlier high-level meetings and international summits.
Every new initiative from American administration unfolds according to the same pattern: a negotiation push against Ukraine, which Kyiv, with partner nations, effectively counters. They stabilise the situation but never actually achieve victory. This trend will, certainly, persist.
Strategic Calculations
It is convenient to criticize certain parties of repeatedly advocating Kremlin's demands. But that does not seem to be the complete picture. US administration operates on a principle well known to seasoned negotiators: you cannot win at the negotiating table what you have lost on the battlefield. The American government assumes that it is unfeasible to compel Moscow to surrender the areas that it presently holds in Ukraine's occupied territories.
The problem is that while recognising this factual reality, US leadership does minimal to deter Moscow, through words or deeds, from believing that the situation will not evolve additionally in its advantage in the months ahead.
Conflicting Perspectives
Therefore, the Kremlin is certain that time is on his side – that Ukraine and its allies are nearing depletion. Their motivation to accept conditions that does not give them the greatest potential benefit is close to zero. There may be numerous efforts to end hostilities, but they will continue as long as Russia's government remains supremely confident in the result.
On the contrary, Ukraine's government believes that Ukraine can still persist, gradually sacrificing civilians and areas but preventing a total frontline collapse until circumstances change in its benefit.
Existing Situation
Realistically, there are no real preconditions for a ceasefire. Now, personal considerations are coming into play: leadership ambitions to negotiate peace and achieve global acclaim, and Ukrainian leadership's dual difficulties – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the flag against any plan Kyiv finds unworkable, so that their focus does not shift toward homefront challenges. And although their task will now be significantly challenging after recent developments, it remains highly unlikely that this will change their overall approach.
These two forces are driving the talks.
Summary and Prospects
It took a only one week to eliminate the proposed articles of the latest plan. Assertive and inconsistent approach of the matter by US administration, resistance by Ukraine and the remaining European nations, along with soothing efforts of diplomats, and finally, latest revelations, all served their function.
While new initiatives based on previous concepts are approaching, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are based on Russian demands and reflect specific hesitation to modify developments, if they remain united and enhance their military capacity at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the predictable period, largely rely on continued Western support.
